You definitely have to pick this awesome weapon because Cote d’Azur Combat Rifle is already maxed. As you can see from the below picture, it has a pretty great looking skin too.
It can be a tricky thing to find this maxed out special weapon but it can be done with a little help. And we will going to provide you that help. First you have to be in Prague and here find the merchant at Sobchak Security. Talk to the person at the counter and make your way to the basement. (You can give him something so that he will clear the restriction.)

In the basement, you will see a room protected with the Frag Lasers. You need to turn off these Frag Lasers to enter the room with a safe. Just interact with the painting on the wall and a terminal will appear to turn the frag lasers off. Or you can use the EMP ammo to get rid off the Lasers. In the room, you’ll have to hack a level 3 terminal to open the safe to get the Tarvos Security Keycard.

When you got the Tarvos Security Keycard, go to the Market Square in Prague. From this Market Square just find the Parkovani parking garage. In this garage there are cameras/alarms. You can disable them from the security office, there is only one guard who is patrolling the area. Or you can just break out the right wall between the stairs and trash can at the entrance of the garage and enter.

In this room you have to jump into the vent shaft and make the first left, it will lead you in the garage. At the end of the vent shaft just drop and enter the access tunnel at your left. Here in the tunnel you will see a big fan. So make sure to disable it with remote hacking before entering into the tunnel. And after that make your way down to the room using the ladder and find the Ventilation Shaft Access room.

In this big ventilation shaft, find you way down to the Tarvos Valut but beware of the lasers that detect movement. You can remotely hack them or you can use a terminal in this shaft to disable them. The 2nd vault of Tarvos storage room at your left side has the Cote d’Azur Combat Rifle and EMP ammo.
You can also find this weapon in bank heist mission where you have to make a choice between robing the bank or helping the daughter. Just pick rob the bank. And you can find your way into the big Ventilation Shaft when exiting the area to clear that mission. And from there you can find the Tarvos storage vault in the ventilation shaft.
