How to Unlock All Characters in Pokken Tournament
Pokken Tournament is a fighting video game that combines the gameplay elements of Tekken series and characters of Pokémon franchise of Nintendo. The game is released worldwide on March 18th, 2016 for the Wii U and on July 16th, 2015 for Japan arcades.
Not all the characters all available as you start your game but with time as you progress more and more characters will be unlocked. One thing to note that you can see 4 spots for downloadable characters on the character selection screen, but there is no news whether these characters will be released or not. Right now there are 2 legendary Pokemon characters that can be unlocked in the game, to unlock these 2 characters, you have to meet specific requirements which you can found below.
There are total 16 playable characters in the Pokken Tournament which are as follows;

To unlock the legendary characters Mewtwo and Shadow Mewtwo you have to meet certain requirements which as as follows:
Unlock Mewtwo in Pokken Tournament:
1st Method: Just go to Single Player Mode and finish the Red League by beating Shadow Mewtwo event (unlock this event adter finishing the Ferrum League) When you beat the Shadow Mewtwo, the Mewtwo will be available in character selection screen right away.
2nd Method: If you can not wait and want Mewtwo at the start of the game you can do this if you have 2 Wii U, 2 copies of Pokken Tournament and Wifi router or LAN Cable to connect these two consoles. Connect the two consoles and activate the multiplayer LAN Battle Game Mode at the startup it will unlock all characters at once. Another important thing for this is that you do not need 2 TV sets as the game can be played from Wii U Screen. To activate the LAN Battle, you need to do the following, at the start up screen hold down L, R and Down on D-Pad and press START.

Unlock Shadow Mewtwo in Pokken Tournament:
1st Method: In Single Player game mode finish Chroma League to unlock the Shadow Mewtwo. One thing to note here is that beating Shadow Mewtwo at the end of Green League does not unlock the character.
2nd Method: Same as “2nd Method” of Unlocking Mewtwo.
3rd Method: If you buy the game at retail then you will get Day 1 access to the Mewtwo and Shadow Mewtwo is available as a card that you will scan on NFC pad on your. But this is only temporary because if you close the game you will have to scan that card again to unlock the Shadow Mewtwo.
Aside from the unlockable legendary characters, there are non-playable Support character that you can also unlock, these characters comes in group form.

Ninetales and Mismagius: Defeat Keith in Blue League
Electrode and Farfetch’d: Defeat Elinn in Red League
Togekiss and Rotom: Defeat Keith in Blue League
Victini and Dragonite: Defeat Elinn in Red League
Sylveon and Croagunk: Defeat Travis in Green League
Magikarp and Pachirisu: Defeat Keith in Blue League
Diglett and Cubone: Defeat Travis in Green League
Quagsire and Magneton: Defeat the Top 8 of Red League
Umbreon and Espeon: Defeat the Top 8 of Green League
Latios and Yveltal: Defeat the Top 8 of Chroma League
Cresselia and Reshiram: Defeat the Top 8 of Blue League
You can also unlock these above support characters with the LAN Battle mode as mentioned above.
